    Well, you can "spot planes" you just aren't supposed to:

    --Hang out
    --Slow down or stand still near the active runways and / or approach patterns up to 1/2 a mile from the end of the RWYs
    --Take pictures of anything, including space!
    --Look suspicious

    Of course, if you;re actively getting on a plane, be careful NOT TO LOOK AT IT or touch it or get in it since taking pictures of it is bad, actually getting on one or looking at one while AT the airport must be a capital offense!
