Manufactures don't ground planes, they issue "service recommendations, airlines and Gov't safety agencies ground planes.

Just like the DC-10s back in the late 70s, The FAA stated to ground all DC-10s in the US for inspections after AA flt191 went down in ORD, They were not grounded by the airlines or the Douglas Corp.
